Jamil Kuliyev Honored Artist of Azerbaijan, director of the State Film Fund of Azerbaijan, the general director of the Azerbaijan channel "Culture" ,Head of Public Television of Azerbaijan (since 2013). Jamil Kuliyev was born on July 3, 1963 in Baku.

He graduated from the directing department of VGIK. Since 1984 he worked at the film studio "Azerbaijanfilm" as a production director. He took a few feature films, documentaries.
