Elshad Ragimov was born on October 11, 1974 in Baku. Educated in school № 20 of Baku. Worked in many studies and TV canals include: Aztv (1994-1999), ABA TV (2001-2002), Rast production (2002-2005), Space TV (2005-2007), A.S.V.A Profi studio (2007-2009), Azerbaijan film studio since 2009. On July 29, 2016, he was awarded the Honorary Cultural Worker of Azerbaijan for his contribution to the development of Azerbaijani cinematography.
