Smart was born in Seattle, Washington to teachers Kay and Douglas Smart. She was the second of four children. Smart was diagnosed with type 1 diabetes when she was 13. She graduated from Ballard High School in Seattle in 1969. While studying at the University of Washington, Smart was a member of the Alpha Delta Pi sorority.
