Aleksander Koltsov was born in Rybinsk, Yaroslavl region. Mom, Inna Nikolaevna, a teacher of Russian language and literature, father, Nikolai Vasilievich, worked for more than forty years at the Rybinsk Motors enterprise, famous in the former USSR, and for a long time was chairman of the Rybinsk branch of the All-Russian Society “Residents of Siege of Leningrad.” Parents are now retired. Brother - Koltsov Nikolay Nikolaevich (06/11/1959 - 10/10/2014). He entered the faculty of Russian philology and the history of world culture of the Yaroslavl Pedagogical University. Ushinsky, took special courses in art and cultural studies under the guidance of Professor T. S. Zlotnikova. He danced in the People's Dance Ensemble "Youth" (g / r G. M. Belova), as part of which he visited for the first time on foreign tours - in Spain, France, twice in Chile.
